The Turkish Ministry of Trade is implementing a new regulation in the real estate space called "Doğrulanmış ilan" (verified ads).
This began taking effect from 15th September 2024, but from 1st January 2025, verification will be mandatory and without it, posting ads on real estate portals will be impossible.
According to the real estate industry, currently about 70,000 estate agents have obtained licences from the Ministry. Another 20,000 estate agencies have submitted applications for obtaining licences.
It is expected that by the end of the year, the number of licenced estate agents will reach 90,000.
The enforcement of this regulation will be carried out by the Ministry of Trade.
What is a verified advert and what is its purpose?
Citizens will be able to select their own property through the e-Devlet platform (e-Government) and authorize estate agents to post adverts on real estate portals.
These adverts will be published as "verified/confirmed" ads.
The new regulation is aimed at preventing fraud with adverts, price manipulations and protecting consumers. It will also help fight unlicenced real estate activities.
Will it be possible to appoint multiple estate agents for the same property?
Yes, it is possible to appoint multiple real estate agencies for the same property.
If multiple adverts for the same property are posted on portals, links to the other adverts with price indications will be displayed.
Will it be mandatory to verify rental adverts?
The verification system will be mandatory both for property sale and rental adverts.
However, properties for short-term rent, projects without official property documents and some other objects will not fall under this regulation.
Will citizens be able to independently publish their adverts?
Yes, one can independently publish verified ads if the property belongs to him or her or their close relatives.
Will it be possible to cancel the estate agent's authority?
Yes, it will be possible to cancel an estate agent's authority through the e-Devlet platform, but this won't lead to an automatic removal of the advert from the portal.
For how long will the estate agent's authority be granted?
The minimum term of authority will be 3 months, but it may be extended by the property owner through the same platform.
Will this regulation apply to the automotive industry?
The system will initially be applied only to property adverts, but there are plans for it to be extended to the automotive market in the future.
